Arrangement: The Thomas P. Wallace Presidential Papers collection is arranged in seven series by content and type of materials. The first series holds governing materials. The fourth series holds files on student and alumni affairs. The fifth series contains subject files and personal materials created by the President's Office during Wallace's tenure. Abstract

The Thomas P. Wallace Presidential Papers contain materials of ISU's fourteenth president. The collection holds correspondence, reports, committee materials, photographs, and media that were created and collected during Wallace's presidency.

Scope and Contents of the Materials

Series I: Governance, 1988-1995 holds materials from the governing boards of the university. This includes committee materials, correspondence, meeting minutes, reports, policies, and news releases.

Series II: Business Affairs, 1988-1995 contains budget materials, building information, and fundraising materials.

Series III: Academic Affairs, 1988-1995 includes college and department materials such as correspondence and reports. It also includes faculty/staff information including personnel materials, grant information, and vitae.

Series IV: Student Affairs, 1988-1995 holds alumni materials, athletics information, student disturbances, and financial aid materials.

Series V: President's Office, 1985,1988-1995, 1997, 2003 contains correspondence, committee materials, homecoming information, proclamations, state of the university address, and writings by President Wallace.

Series VI: Photographs, undated, consists of photographs taken by Thomas Wallace.

Series VII: Media, 1995 contains 3.5 inch floppy discs, audio cassettes, and microcassettes.

Collection Historical Note

Thomas P. Wallace was the fourteenth president of Illinois State University, succeeding Lloyd Watkins as president. Wallace received his bachelor's degree in chemistry from the State University of New York, master's degrees in chemistry from St. Lawrence and Syracuse, and a Ph.D. in physical chemistry from Clarkson. Before coming to ISU, Wallace worked as dean of the College of Science at Rochester Institute of Technology, dean of Sciences and Health Professions followed by vice president of academic affairs at Old Dominion University, and finally chancellor at Indiana University-Purdue University at Fort Wayne. Shortly after beginning his presidency at ISU, Wallace began strategic planning with a focus on finances. The country's recession was affecting the university's funding so Wallace found ways to increase the budget by reducing enrollment, creating a new tuition model, and increasing fundraising. A new science building was on the top of Wallace's construction list. He proposed using private developers to fund the construction. The Board of Regents denied this proposal and chose to finance the building with state funds. In January 1995, the Bloomington, Illinois based newspaper The Pantagraph revealed that the ISU Foundation had been supplementing Wallace's salary since 1993. A committee to investigate the president's conduct was created and the committee's report was released on May 5, 1995. The committee found that the supplemental income was not in violation of any university policies, but the revelation provided fodder for Wallace's critics. A confidence vote was implemented through the university mail system. Of the returned ballots, 48% were votes of no confidence with 42% declaring support for the president. Wallace offered his resignation to the Board of Regents and after negotiations, Wallace's resignation was accepted on July 13, 1995. David Strand succeeded Wallace and became the university's fifteenth president.

Series I contains materials relating to the governing boards and national associations of Illinois State University such as meeting minutes, committee materials, board reports, and correspondence.  The Board of Regents, which operated 1967-1995, was the fifth governing board of Illinois State University.  The Board of Regents changed to the Board of Trustees in 1996, just after Wallace's presidency.
